Develop RTU configurations for:
i. ACS type NTX and NTU RTUs
ii. Telvent SAGE RTUs
iii. OrionLX RTUs
iv. SEL RTAC RTUs
Develop and maintain RTU point list spreadsheets
Use ASE2000 protocol analyzer to monitor and troubleshoot switching station communication protocol problems
Configure SCADA remote I/O devices
i. Novatech DDIO
ii. Bitronics DIOD
Engineer the SCADA and backup telemetry communication interfaces at Power Operations and the BCC.
Develop/maintain switching station one-line diagrams (ED Drawings)
Develop/maintain system one-line diagrams (SD Drawings)
Administer station equipment number database for breakers and switches
Administer transmission line name database
Administer substation name database
Coordinate SCADA database changes with Power Operations and DOC
Coordinate with PNM transmission interconnection customers on SCADA and meter topics
Coordinate SCADA communication circuit selection with the TELCOM engineers
Control & Metering Engineering
Engineer detailed relay panel designs
Assist with control house layout design and features
Engineer scada metering schemes for switching stations.
Engineer primary and backup billing meter schemes for balancing area interties
Engineer and/or review engineering design of station controls prints
Assist with switching station SCADA and control system checkout and commissioning
Assist with purchase specifications for station equipment (breakers, transformers, control house, shelter aisle switchgear, switch motor operators, etc.)
Engineer programmable logic controller applications in switching stations.
Perform duties as SCADA and metering SME for NERC CIP
Evaluate/implement new technology related to SCADA, controls, and metering systems
Provide guidance for SCADA, control, and metering equipment purchase decisions
Assist with implementing Asset Health Monitoring solutions at switching stations
Provide general training and troubleshooting assistance to the Meter, Substation, and Communication shops for SCADA, metering, and control related matters.
Develop SCADA, control, and metering implementation standards and/or guidelines
Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles and processes for an assigned area. Plans and develops engineering projects concerned with unique and/or potentially sensitive issues by performing the following duties.
Principal Engineers possess special knowledge and experience or are unique in their value to the Company. This level of engineer is for those individuals whose technical/professional responsibilities are significant enough to warrant a salary level comparable to Management level jobs. Promotion to a Principal Engineer requires that the need for this level of engineer exists, that market data supports placement at this level and approval by a Vice President.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provides the engineering and project management expertise associated with complex, large and high impact projects.
Leads or conducts performance, cost, and scheduling studies/evaluations of considerable scope and complexity.
Provides advanced technical expertise to the operational areas.
Communicates complex and sometimes unconventional engineering ideas, recommendations and evaluations to technical and non-technical groups, in both formal and informal settings.
Represents the Company's interests in internal and external forums on diverse and sometimes highly technical engineering matters.
Provides comprehensive and often complex technical expertise and interaction to other associates.
Applies extensive and advanced engineering to improve or develop new standards for diverse engineering activities.
Provides the required high-level technical direction of an area expert and/or an activity supervisor to contractors and Company personnel on a regular, on-going basis.
Plans, organizes and directs or supervises the work of staff engineers, other professionals and technicians. Evaluates the progress and results of staff personnel and provides the necessary training or recommends the changes necessary to achieve area objectives.
Highly specialized and unique knowledge in a technical area that is of value to the Company. Generally includes extensive Company knowledge and experience.
Proven ability to apply engineering principles, practices and regulations and to perform economic and decision analysis studies of complex issues in areas including, but not limited to, generation, transmission, distribution, fuels, system planning, financial and regulatory issues, asset utilization, and environmental controls and regulations.
Ability to read, interpret and apply national, state and local codes and standards (IEEE, ANSI, NEC, NESC, ACI, AISC, etc.).
Demonstrate good leadership skills, be self-motivated, and have good interpersonal skills.
Ability to translate electrical theory and physics to utility application for improving system reliability.
Comfortable working in and around high voltage (up to 345kV) electrical facilities and equipment.
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's Degree in Engineering from a college/university accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET) plus a Professional Engineer's License in the State of New Mexico, plus 10 or more years of engineering experience or 9 or more with a Master's Degree in Engineering.
CERTIFICATES, LICENSES, AND REGISTRATIONS:
Professional Engineer's License in the State of New Mexico required.
Must possess current, legally valid driver's license and meet the Company's driving record requirements.
Ability to read and interpret documents.
Ability to write routine reports and correspondence, write speeches, and presentations.
Ability to speak effectively before groups of customers, employees, and managers of the organization.
In-depth knowledge of personal computers including demonstrated proficiency with electrical engineering design programs, Autocad, Word, Access, Excel, Windows, etc.
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to apply common sense understanding to carry out complex instructions furnished in written, oral, or diagram form. Ability to deal with complex problems involving several concrete variables in complicated situations.
This position requires periods of frequent sitting, standing, walking, and exposure to outside elements, lifting (50 pounds or under), crouching, bending, climbing and working at various heights.
Protective Equipment Required: Hard-hat, safety glasses and hearing protection.
Time will be divided between office and field, with a majority of time in the office. Work will be around high voltage electricity, computers, office equipment, and construction equipment.
