This is highly responsible managerial, administrative and professional engineering work of considerable difficulty planning, directing, analyzing, and coordinating the review of construction plans and plats for private development projects for conformity with applicable laws, codes and regulations. The employee in this class also oversees City permitted work being performed in right-of-way areas, resolves associated right-of-way issues, and manages the issuance of engineering permits.
Work includes advising private contractors and developers, engineers, utility companies, architects and other City staff on the feasibility of proposed projects, and development requirements and procedures. The employee represents the Engineering Section of the Department of Sustainable Development on the City's Development Review Committee (DRC) and attends Planning and Zoning Board and City Commission meetings to provide technical input and advisory assistance regarding right-of-way, utilities, roadway geometry, grading, drainage, safe and adequate access, impacts of construction operations, adequacy, dedication of right-of-ways, provision for easements, and other general engineering issues. Supervision is exercised over a staff that includes subordinate engineers and engineering inspectors. The employee represents the Department in contacts with elected and appointed officials, and advises the City Engineer, Department Director, City Manager and other City officials regarding land development and related engineering issues.
Under general direction, the employee performs complex assignments which require extensive initiative and independent judgment in assuring that activities meet high standards of service and are performed with maximum effective use of resources; that engineering functions are accomplished in accordance with appropriate technical standards; and that activities are performed in accordance with City policies. Work is reviewed by an administrative superior at conferences, through study of reports submitted, by direct observation, and by the degree of achievement of goals, objectives, and work plans.
