Under general supervision performs various tasks with the operations of the Engineering and Public Works Department including but not limited to project management; traffic engineering; review of all plats and construction plans to ensure compliance with the Phenix City Subdivision Regulations, Zoning Ordinance, and all state/federal regulations; document preparation; performs inspection of roadway; utilities and bridge construction; performs preliminary investigation for studies and design; performs calculations and prepares design drawings, plans and specifications. Reviews technical drawings and specifications. Prepares technical documents and reports. Performs project management on City projects and consulting contracts.
Duties and Responsibilities: Review plans submitted to the Planning Commission and write recommendation. Maintain and update files on projects, subdivisions, replats, and rezones for department. Investigate storm drainage and miscellaneous problems. Research background as to easements, Right-of-Ways, City Limits and topography. Design proposed solution and report to City Engineer. Aids in project management for in-house projects. Renew General NPDES permits held by the City. Apply for and handle 404 Permitting from the Army CORP of Engineers when working within wetland area. Review and authorized Right-of-Way permits from other utilities. Responsible for EPA’s new Phase II Stormwater permit. Assist with inventory of storm sewers in the City. Write annual report to ADEM on current progress of permit. Contact person for ADEM. Program and analyze data from traffic counters and conduct signal warrants on intersections throughout the City. Assist citizens with any problems or question they may have pertaining to City Right-of-Way. Other miscellaneous tasks as assigned.
Qualifications required: Bachelor degree in Civil Engineering from accredited university. Must have valid driver’s license. Knowledge of complex mathematical principles in order to make calculations. Knowledge of civil engineering and surveying principles in order to review and interpret information relating to plats, maps, and plans to ensure compliance with Phenix City Subdivision Regulations and Zoning Ordinance. Knowledge of laws and regulations related to the business of the Engineering Department. Knowledge of principles and practices of the planning, design, construction and administration of municipal public works programs. Knowledge of environmental policies for the State, EPA and CORP of Engineers. Knowledge of governmental procedures. Computer skills to utilize word processing, spreadsheet, database, and computer aided drafting software. Ability to read, interpret, and comprehend plans, specifications, and technical manuals/drawings. Ability to prepare written documents and sketches in a clear and legible manner. Ability to communicate effectively in a professional manner with supervisors, co-workers, and the general public. Must have leadership skills. Must be willing to work during non-duty hours, holidays and weekends when necessary.
