KC Water is seeking a senior leader for our Smart Sewer Utility Officer position.
Participates with the executive management team to plan business objectives, develop policies, coordinate functions and operations between the KC Water Chief Engineering Officer, the program management team and subcontractors, as well as establish responsibilities and procedures for attaining objectives.
Ensures all program elements are being tracked, including capital program costs and rates, analyses and funding consultations, so as to ensure that budgets and time commitments are maintained and changes in program status are effectively communicated to all stakeholders.
Consults and coordinates with representatives from Federal, State and County governments and interested organizations regarding the regulatory compliance monitoring and reporting.
Establishes program administration procedures and QA/QC of Smart Sewer deliverables. Modifies the process and updates all relevant documentation when required. Directs, manages and coordinates construction programs to ensure critical issues are addressed and properly resolved.
Manages the public outreach and communication related to these programs. Leads and coordinates project teams including: engineers, project managers, contractors, City Departments and other stakeholders for collaborations, site management and date management.
Oversees the Green Infrastructure Concept design and implementation.
REQUIRES an accredited Bachelor’s degree with major course work in civil engineering with a minimum of 10 years of experience. Must be a professional engineer registered with the state of Missouri within six months of hire date. Must pass a pre-employment drug screen as prescribed by the City. Preference given to applicants with experience managing multiyear consent decree programs, as well as working with the Environmental Protection Agency.
Residency Requirement: Must be a Kansas City, MO resident or move within KC city limits within 9 months of hire date.
