SUMMARY OF POSITION

Under general direction, the purpose of this position is to assist in the direction and management of the Public Works Department.   Employees in this classification perform managerial and supervisory work.  Responsibilities will include overseeing operations of the following departments: Water, Wastewater and Asset Management. This position may perform other related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

• Assist in direction, strategic planning and issues definition, management and the development and implementation of departmental goals, objectives, policies and priorities for each assigned service and/or operational area; oversee the development and implementation of policies and plans related to departmental services and operations.
• Works with the Director and senior management to determine direction to be taken as related to timing and processes for organizational changes and system priorities such as key infrastructure improvements.
• Develop realistic and attainable goals for subordinates through a team process and ensure success through assigned accountability.
• Coordinate organizational activities with other City departments.
• Administer contracted projects for the City as directed.
• Assist in preparing annual department budget projections and maintaining the budget in a fiscally responsible manner.
• Present staff reports, presentations and other pertinent information to City Council, boards, commissions and interested citizen groups.
• Resolve and respond to citizen complaints or inquiries regarding public works.
• Conduct field inspections of work in progress or upon completion.
• Elicit respect and trust through actions and leads by example.
• Develop and maintain a knowledgeable, service-oriented, productive work group.
• Responsible to provide timely, accurate and thorough performance evaluations for supervised employees.
• Comply with all written City policies and procedures.
• Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

MINIMUM QUALIFICATIONS

Bachelor’s Degree from an accredited college or university in Engineering, Construction Management, or other related field supplemented by six (6) years of previous progressively responsible experience in management of public works utility operations including at least five (5) years in a supervisory or administrative capacity, or an equivalent combination of training and experience.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

PREFERRED QUALIFICATIONS

Five (5) years of experience working in Municipal Government.

CONDITIONS OF EMPLOYMENT

• Must pass a drug screen and background check.
• Must have Class C Texas Driver’s License.

PHYSICAL DEMANDS

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (25 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.  Some tasks require visual and sound perception and discrimination and oral communications ability.

WORK ENVIRONMENT

Essential functions are regularly performed without exposure to adverse environmental conditions.
