The incumbent provides senior-level professional and technical work responsible for complex engineering and various types of project development, budgeting, designs, construction, and management of County-contracted consultants, including contracted service providers. This position requires the application of advanced engineering and regulatory principles associated with Federal, State, and Local regulation and codes. The incumbent reviews and critiques designs, construction-related projects, and duties associated with managing multiple projects on behalf of the Division and under the general supervision of higher-level engineering and management personnel. This position is designated “essential” as defined in the Department’s Essential Personnel Procedure DoE 110.4.
The incumbent in this position is considered an "Essential" employee and may be required to report for work during natural/manmade disasters and during special operations as assigned. "Essential" employees are expected to report or remain at work when other County employees are granted administrative leave.

What You'll Do:
Utilizes advanced principles and practices of civil engineering, planning, and environmental science related to landfill sites and waste management projects, including leachate management, landfill gas management, and stormwater management.
Performs a variety of the most complex and challenging engineering calculations and assignments.
Confers and coordinates directly with contracted engineering/architectural professionals, County employees, and appropriate permitting agencies to develop project scopes, schedules, cost estimates, and project budget information from conception to completion.
Acts as liaison among County and State representatives, including permitting agencies as required.
Interprets and evaluates engineering test data; reviews and analyzes reports and studies related to air emissions, groundwater, solid waste, and other environmental issues.
Conducts field engineering investigations and recommends corrective actions.
Collaborates with contract representatives to ensure delivery of goods and services per the contract specifications.
Assists appropriate Section Managers in developing their annual budget requests for Capital projects and contracted operations.
Serves as the liaison between the Section Manager and the contracted service provider in developing cost estimates, reconciling current budgets, and projections for future budgets.
Researches best practices, identifies areas of improvement of design and related practices and recommends solutions leading to visible improvements to the overall functionality of capital projects and contracted operations.
Prepares project scopes and collaborations with County Procurement Representatives for contracted service solicitations, formal bids, Requests for Proposals, etc. And works directly with the Division’s procurement liaison for timely and clearly defined requirements for noted procurement functions.

Minimum Qualifications:
Bachelor's degree in Civil Engineering, Environmental Engineering
Plus three (3) years of progressive professional engineering experience.
A Professional Engineer (PE) License may substitute for the degree.
