The City of Austin Transportation Department (ATD) is seeking an innovative Program Manager to lead our Speed Management Program in the Transportation Engineering Division. This is an exciting opportunity to implement national best-practice Vision Zero principles to move toward zero deaths and serious injuries on the City’s transportation network.
The ideal candidate is proficient in transportation engineering safety, has an in-depth understanding of local and national speed management best practices, can work in a bustling work environment, and can effectively communicate with the public and elected officials. This position requires simultaneously managing multiple projects, and the ability to shift from one project to another without sacrificing quality. This position will work with these primary responsibilities:
Implement Speed Management Program vision, guidelines, implementation framework, and operating procedures based on current City of Austin program methodologies and advancing the program with national and emerging best practices.
Identify, prioritize, manage, and provide technical oversight for speed management projects.
Provide strategic direction for the Speed Management Program and coordinate speed management projects with multiple work groups.
Facilitate project implementation with City staff and contractors to successfully deliver high-need, time-critical projects within scheduled time and budget.
Lead responses from inquiries from citizens, community stakeholders, commissions, boards, City Council and local agencies.
Represent the City of Austin at public meetings with these stakeholders.
Other related duties may be assigned.
Preferred Qualifications:
The ideal candidate will be a versatile Technical Program Manager and bring the following preferred qualifications:
Experience in managing, planning, designing, and implementing a wide range of speed management or transportation projects and programs.
Experience in establishing, maintaining, and implementing best-practice speed management methods, devices, speed limit setting, and construction techniques used by ATD, peer agencies, and best practice publications.
Experience in fiscal and resource planning, budgeting, forecasting, developing quality controls and process improvements to fast-track implementation of variety of projects in a cost-effective manner.
Proven professional knowledge of transportation planning and traffic engineering practices, principles, modeling tools, and cost estimates.
Proven professional knowledge of the City of Austin’s Vision Zero program, Austin Strategic Mobility Plan, and speed management program.
Experience working in a team environment and problem-solving skills with internal and external members to accomplish organizational goals.
Experience communicating and interacting with a variety of individuals such as internal and external stakeholders, including presenting at meetings and public events.
Proven excellent computer skills in Access, Word, Excel, PowerPoint, Outlook, etc.
Experience using Geographic Information Systems, specifically ArcMap.
Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Public Administration, Finance, Planning, or a field related to the job, plus five (5) years of experience conducting activities related to capital budgeting or planning initiatives two (2) of which were in a lead or /supervisory capacity.
A Master’s degree in a field related to Business Administration, Public Administration, or related field plus three (3) years of experience Two (2) of which were in a lead or supervisory capacity may substitute for the required education and experience.
