The Fremont Sanitation District (FSD) is seeking qualified candidates for the position of Engineering Manager / District Engineer located in Canon City, CO.
This position will be filled at the Engineering Manager or District Engineer level. The level of the selected candidate will be dependent on the qualifications, experience, education, and licensure/certification level of the successful candidate.
This position manages the District’s Engineering Department; primarily responsible for the design, approval and management of the construction, extension, repair, rehabilitation and connection to sanitary sewer facilities utilizing state-of-the-practice engineering methods. This position has direct supervisory responsibilities for the following positions: Engineering Tech I, Engineering Tech II, GIS Specialist, and Staff Engineer. This position will regularly work 10-hour days, 4 days a week.
DUTIES AND RESPONSIBILITIES:
Manages the District’s Engineering Department.
Ensures the construction activities of District staff meet project technical and regulatory requirements.
Oversees the design of sanitary sewer extensions, replacements and rehabilitation projects utilizing professional standards common to the industry.
Prepares, reviews and administers bidding documents and requests for proposals for construction projects, consulting services and procurement of equipment and supplies.
Manages construction and rehabilitation projects within the District’s collection and treatment systems.
Manages, coordinates and organizes field inspections.
Provides engineering recommendations for a variety of projects.
Meets with and assist individuals, citizen groups and developers inquiring about connection to the public sewer system.
Assists the District Manager in the management of Federal and State grants and loans obtained for the construction or rehabilitation of collection system facilities.
Responsible for the development, preparation, and implementation of the operating budget for the Engineering Department
Approves requisitions for purchases, monitors expenditures for operational efficiency.
Provides oversight of the District’s nuclear moisture/density testing program and ensures compliance with CDPHE Radioactive Materials License requirements for the safe use of radioactive materials.
Manages the collection system to obtain the maximum performance and longevity of the system.
Prepares and presents a monthly report to the Board of Directors.
Represents the District at public meetings, as needed, during and outside of regular business hours.
Participates in the recruitment and selection of Engineering staff and recommends personnel actions such as promotions, transfers, and disciplinary actions; conducts performance reviews for assigned personnel.
Reviews subdivision and land use proposal submittals for municipalities and governing entities within the District.
Reviews and approves improvement plans submitted by individuals and developers for proposed sanitary sewer installations.
Assists District Administration with permitting processes.
Recommends and develops amendments to District policy, Rules and Regulations, standards and procedures.
Attends technical and safety training meetings, courses and seminars, as required.
Performs other related duties, as assigned.

Experience in concrete and asphalt paving analysis, testing and design.
Experience in structural engineering and reinforced concrete design is desired.
Ability to understand complex chemical interactions.
Ability to read and develop legal descriptions of parcels and easements.
Surveying experience with construction staking and layout and a familiarity with the use of field survey equipment including levels and GPS receivers is desired.
A thorough understanding of the Public Land Survey System is desired.
Experience with public records research.
Cooperate with co-workers and develop and maitain effective working relationships.
Interact in a professional and courteous manner with industry officials, customers, co-workers, and those that conduct business with the District.
Ability to work independently without close supervision in carrying out management responsibilities.
Ability to understand and follow District safety procedures.
WORKPLACE CONDITIONS:
This position will require working both indoors and outdoors.
Jobsite inspections occasionally require working in inclement weather.
Conditions involving close proximity to wastewater and strong odors may be encountered.
Permitted, monitored and supervised confined space entry is occasionally required.
Attending meetings, conferences, seminars and presentations occasionally requires travel.
Employee may be required to report during non-scheduled hours.

Successful Engineering Managercandidates will possess the following qualifications:
Minimum of a Bachelor of Science Degree in civil, environmental or similar engineering discipline.
Minimum of five (5) years of progressive, professional experience in surveying and civil engineering design.
Minimum of three (3) years of supervisory or management experience.
LICENSURE/CERTIFICATION REQUIREMENTS:
Current enrollment as an Engineer Intern (EI) through the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors,
Certification as a Radiation Safety Officer (RSO) for the District’s ownership and use of nuclear moisture/density gauge(s) per CDPHE Radioactive Materials Licensing Program requirements or obtain within one (1) year of employment, and
A current valid State of Colorado “R” Driver’s License or obtain within thirty (30) days of employment.
Compensation:The pay range for an Engineering Manager is $80,744 to $113,048 a year.
Successful District Engineer candidates will possess the following qualifications:
Minimum of a Bachelor of Science Degree in civil, environmental or similar engineering discipline.
Minimum of five (5) years of progressive, professional experience in surveying and civil engineering design.
Minimum of three (3) years of progressive, professional experience in wastewater or water system design.
Minimum of five (5) years of supervisory or management experience.
LICENSURE/CERTIFICATION REQUIREMENTS:
Current, valid licensure as a Professional Engineer (P.E.) from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors,
Certification as a Radiation Safety Officer (RSO) for the District’s ownership and use of nuclear moisture/density gauge(s) per CDPHE Radioactive Materials Licensing Program requirements or obtain within one (1) year of employment, and
A current valid State of Colorado “R” Driver’s License or obtain within thirty (30) days of employment.
Compensation:The pay range for a District Engineer is $93,472 to $130,868 a year.
